How to Install a Stair Railing: Newels, Balusters, and Rail to Code
A stair railing has to be solid and to code: newels anchored into framing, baluster gaps a 4-inch sphere won't pass, a rail cut to the pitch. Here's the order it goes in.
Installing a stair railing comes down to two things: it has to be solid, and it has to be to code. Solid means the newel posts are anchored into framing, not toe-nailed to a tread, because the newels carry the whole rail. To code means the balusters are spaced tight enough that a 4-inch sphere won't pass between them and the handrail sits at a graspable height your inspector will pass. The order is straightforward: set and anchor the newels first, lay out even baluster spacing, cut the handrail to the pitch of the stair, stand the balusters plumb, then bolt the rail to the newels. A rail that wobbles when you lean on it means one of those steps got skipped.
How do you anchor the newel posts?
Everything hangs off the newels, so they go in first and they go in solid. The starting newel at the bottom of the stair works the hardest, because every hand that grabs the rail loads that post, so it has to tie into structure, whether that's a framed stringer, blocking set in the floor before the subfloor went down, or a newel-fastening kit that draws the post down onto a solid block. Toe-nail a newel to a tread and it will work loose by the first winter. Set each newel plumb, check it in both directions, and fasten it into framing you've actually confirmed, not the drywall or a tread nose. There are two systems you'll run into: post-to-post, where the rail runs from newel to newel, and over-the-post, where a continuous handrail rides over shorter newels on fittings. How do you space and plumb the balusters to code?
The code number people remember is the 4-inch sphere: no gap in the railing can be wide enough for a 4-inch ball to pass through, which keeps the balusters close. In practice that usually lands you at two or three balusters per tread depending on how deep the tread runs, and you lay the spacing out even so it stays legal and looks right. Balusters go in plumb, dead vertical, not square to the raking rail, which fools a lot of first-timers because the rail is on an angle and the balusters are not. The bottom foot lands in the tread, dovetailed or doweled in, or into a shoe rail on a landing; the top sets into the underside of the handrail, usually into a plowed groove with fillets closing the gaps between them. Keep the reveals between balusters even the whole way up the flight, because uneven spacing is the first thing a sharp eye catches. How do you cut and secure the handrail?
The handrail runs the pitch of the stair, so it gets cut to that rake angle where it meets each newel. On a straight flight that's a bolted joint at the top and bottom newel; where the stair turns or the rake breaks into a level run at a landing, the rail picks up fittings, easings and goosenecks, that carry it around the transition. Rail bolts do the real work: a hanger bolt threads into the newel, the rail slips over it, and a rail nut inside a bored pocket draws the joint tight. Glue the joints, pin the balusters top and bottom, and the whole system stiffens up. When it's done, lean on it hard. A properly anchored rail doesn't give; if it moves, the newel isn't tied to structure and no amount of caulk fixes that.
Does a stair railing get inspected, and what does it cost?
In most East Tennessee jurisdictions the guard and handrail get inspected, and the inspector checks the same things you should: baluster spacing against that 4-inch sphere, handrail height and graspability, and whether the whole assembly holds solid when he pushes on it. We don't quote the exact height and spacing numbers here because local amendments vary across Knox, Blount, and Loudon counties, so confirm your code before the stair gets framed. On cost, a railing is bid to the scope, not off a per-foot sticker. What moves the number is how many newels and turns the stair has, whether it's a simple straight run or breaks over a landing or winders, post-to-post versus over-the-post with all its fittings, wood versus iron balusters, paint-grade versus stain-grade material, and whether one side sits against a wall or both sides are open.
